Unplanned: Microsoft issue impacted PennO365 users ability to send email and open email attachments on January 2, 2018

On Tuesday, January 2, from 11:43 am to 9:00 pm EST, PennO365 users were intermittently unable to send an email or open email attachments.  Microsoft reported that this issue was caused by a configuration problem in their database infrastructure.  Microsoft has resolved this and any mail queued for delivery has been successfully delivered.

Please note that this issue impacted O365 users in other organizations, not just PennO365 users.
