Brokered Products Portfolio

ISC's Brokered Products service is an asset-sharing solution between ISC and the campus. The service leverages economies of scale, allowing clients to quickly access licensed products that are managed in a central University portfolio. Product liaison support and consultation is available through this service for each offering, but technical support is provided through the service’s vendor partners. DocuSign provides a suite of services designed to help business owners collect electronic signatures and manage digital transactions.  

With DocuSign, you can send online documents to people who need to sign them, and then collect and manage those signatures.

  1. DocuSign should not be used for any forms that collect High Risk Data (see https://www.isc.upenn.edu/security/data-classification). This would include collection of any health-related information.   
  2. Careful consideration must be given to using DocuSign for Moderate Risk Data.  To the extent, a School/Center wishes to consider using DocuSign for Moderate Risk FERPA (student education record) data, each School/Center should understand the following:
    • The contract does not contain Penn’s standard Privacy & Confidentiality terms which are typically stronger than those provided by DocuSign.
    • The contract limits any liability for breach of data to one year’s fees ($22,000).  In the event of a breach, the School/Center will be responsible for amounts associated with a breach in excess of that amount.
    • The School/Center will also need to take on additional obligations under the contract before using DocuSign for FERPA data which include:
      1. School/Center must notify students or their parents/guardians if under 18 of the personally identifiable information that it will collect and share with DocuSign and obtain consent (from parents/guardians if under 18) before the student signs up or uses the DocuSign Services.
      2. When obtaining such consent, School/Center should provide students (or parents/guardians, where applicable) with a copy of DocuSign’s Privacy Policy (https://www.docusign.com/company/privacy-policy).
      3. School/Center must keep all consents on file and provide them to DocuSign at DocuSign’s reasonable request.
